Town Planning Scheme 02 was prepared as part of the Mandal-Becharaji Special Investment Region (MBSIR), using the Town Planning Scheme as a land-readjustment tool to facilitate planned urban development and establish the supporting infrastructure network. As part of the process, criteria for the development of TP scheme roads were established, with consultation with landowners forming an important component of the planning process.

An owners' meeting was held at Becharaji to explain the scheme, including the proposed plans, area deduction statements, and F-forms. The concerns, objections, and suggestions received from landowners were reviewed and incorporated into subsequent drafts of the scheme. Key planning considerations included retaining existing structures wherever feasible and continuing existing roads to minimise disruption to the established settlement pattern. Dead-end roads were avoided except where required to provide access to lakes and ponds. Where drains or canals passed through the TP scheme, roads of at least 9 m width were proposed along one or both sides to maintain access and preserve the functionality of these water systems. The proposed road network was also integrated with the larger Development Plan (DP) road network, ensuring connectivity between the TP scheme and the broader movement framework.
