Dwarka is one of the Char Dhams and seven sacred Sapta Puris; the seven most ancient religious cities in the country often identified with the ancient kingdom of Krishna. The city was selected as one of 12 heritage cities under the Heritage City Development and Augmentation Yojana (HRIDAY) of the Government of India. The scheme placed heritage at the centre of urban development, focusing on the provision of civic infrastructure and public amenities for residents and visitors, while strengthening the city’s identity as a cultural and pilgrimage destination.

The city has some important heritage structures in the form of temples, dharmshalas, kunds, talavs, and havelis dedicated to Lord Krishna, and the heritage sites were identified including some of these structures. A total of five heritage sites were selected for development: Dwarkadish Temple, one of the Char Dhams of the Hindu pilgrim circuit and home to the city's most important public square; the Vegetable Market, an important public place and a central point for food joints and local transportation; Siddheshwar Mahadev, a tourist attraction largely used by sadhus and local people for offering prayers; and Iskcon Gate and Teen Batti, the major access routes from the highway to the temple.

DPC was involved in developing the detailed design for public amenities, improving civic infrastructure, and enhancing tourist facilities around these identified heritage sites.
