Mangalore Development Plan Evaluation
The 15th Finance commission, Government of India, recommended a performance-based viability gap fund for incubation of new cities in various states.
For this Challenge Fund the Govt. of Rajasthan submitted a proposal for a new Greenfield city at Ranpur, Kota in 2022.
The site is located in the south of Kota City, an upcoming development node in Ranpur Village.
The project is proposed on the 150 ha land which is readily available with UIT for development and located adjoining RIICO Industrial area, 25 Km south west of the Kota city.
Master Plan & Infrastructure proposal envisages the city’s economic base around Education & Health infrastructure
The comprehensive Master Plan is prepared incorporating the challenges of financial viability, revenue model, regulatory approvals, establishing secure infrastructure systems and a clear economic base.

The proposed Master Plan concept has been evolved around water as a principle natural element along with regional drainage and slope pattern.
The proposal includes public transport and shared mobility systems, multi-modal integration plan promoting walking and cycling, modern infrastructure, net zero emissions, environmental sustainability, city resilience plan, special building bye-laws to promote better built form, green buildings, climate resilient and disaster proof buildings.
For future expansion of the city, overall potential development area is 4852 Ha (48.52 Sq.km). With similar concept, by extending Road Network pattern as a response to the topography and the Blue and Green network concept
