Dholera Special Investment Region (SIR) is one of India's largest greenfield urban and industrial developments and a key node within the Delhi–Mumbai Industrial Corridor (DMIC). Initially conceptualised by Halcrow in association with the Central Government, DPC further developed the proposal and prepared the statutory plan for the Government of Gujarat.

The site spans more than 920 sq. km and extends along approximately 30 km of the Gulf of Khambhat coastline. The scale and environmental sensitivity of the site presented several key planning challenges, including structuring and phasing development across a large area, integrating the long coastline while protecting sensitive ecological systems, and establishing connectivity across an expressway corridor passing through the centre of the development. The Master Plan addressed these challenges through an integrated network of non-motorised transport (NMT) and public transit, creating connectivity across development zones and establishing a cohesive urban structure. Flood protection measures, including bunds along vulnerable low-lying areas, were incorporated into the plan to respond to the site's coastal and hydrological conditions.
