Situated on the banks of river Tapi, having an area of 722 sq. km Surat city is the eighth largest city in India and the fourth fastest growing city. It is one of the largest hub for diamond cutting and polishing. It is also selected as the first smart IT city in India which is being constituted by the Microsoft CityNext Initiative tied up with IT services majors Tata Consultancy Services and Wipro. The Surat Urban Development Authority (SUDA) has prepared the Draft Development Plan for 2035 under the provision of GTP&UD Act, 1976.

The Surat Builders Association (SBA) in their capacity as advisors to the city were interested to develop a conceptual proposal for the city. The project is significant in its initiative taken by SBA to assist SUDA in the process for the preparation of Development Plan 2035.
